Recently, a memorandum has been sent to the President and the Prime Minister by the Vyasakshetra Brahmin Samaj through the Rourkela Additional District Magistrate, alleging that several provisions of the University Grants Commission (UGC) Rules 2026 are arbitrary, discriminatory and violate the fundamental rights under the Indian Constitution. The memorandum states that the UGC Rules 2026 violates the right to equality under Article 14 of the Indian Constitution. The rules have limited the definition of “caste-based discrimination” to include only Scheduled Castes, Scheduled Tribes and Other Backward Classes. This has led to controversy on campuses, excluding students from the general category. It has also created a new tradition of filing vindictive cases by removing the 2012 rule to punish false or malicious allegations. The 2026 rules do not include anger as a form of discrimination. While this is the most prevalent form of harassment in educational institutions, there is a possibility of increasing resentment in educational institutions. The investigation should be started within 72 hours and completed within a short time frame, it has been mentioned in this memorandum by the Vyasa Kshetra Brahmin Samaj. During the presentation of the memorandum by the Vyasa Kshetra Brahmin Samaj, Cultural Editor Ganesh Mishra, Consolidating Editor Narendra Pantari, members Krishna Chandra Pantari, Pradeep Nanda were prominently present.
